Who we can reach directly, by which channel, with what, and at what cost. Planned around what the ICO's guidance says for each kind of business, because the answer for a limited company and a sole trader is different, and most subbies are sole traders.
The starting idea was that business-to-business outreach falls under legitimate interest. The ICO's guidance agrees for limited companies. For sole traders and ordinary partnerships, it treats them as individuals for email and text. This is what the ICO and the statute say, quoted from their pages on 23 September 2026. It isn't legal advice, and Valla makes the call with its solicitor before anything is sent.

Contractors (Hubs) are out of scope for this plan, as agreed. Their invitations to subbies are product messages, which Valla runs.
We already hold every active construction company from Companies House, coded by trade, with 2,016 that name CIS in their filed accounts. What's missing is a way to contact them, and that comes from their own websites.

Does Solo work for limited-company subbies? The brief describes the man in the van, and a limited company's bookkeeping is different. If Solo doesn't suit them yet, this whole group moves to later, and email volume drops to accountants and sign-ups. That's the first question in section 13.
The biggest group is also the one the ICO's guidance keeps out of cold email and text. So the plan earns the right to email and text them, and calls and writes in the meantime.

An accountant with 40 subbie clients is worth 40 cold emails that land. The voice guide already sets the tone: accountants are a channel, never the enemy, and Plus sells their review.
The six-month plan's honest bit: the biggest wins are inside the app, getting cold sign-ups past the UTR screen and through the first invoice. These messages do that. They sit on Loops (about £37 a month at 2,500 contacts, email only) or Customer.io (about £75, with SMS and push), both fed by PostHog.

The app has to collect the phone number, and show the opt-out wording, at sign-up. Otherwise none of the SMS here can run. That's an ask in section 13.

Plus the telemarketer's time and a solicitor's review of the grid, the legitimate-interest assessment and the wording (quote needed). Royal Mail prices rise on 5 October, so letter costs after that are about 13% higher on postage. Letters are the lever: cut them to 500 and the month costs about £800.
